At HR E-Z, we customize our services to reflect your culture, your industry, your needs and your budget. We also offer some off the shelf products such as handbooks, performance review forms, and other employment related documents.
Most small and mid-size companies need the resources of a strategic Human Resources leader, but not bear the expense. We provide you with the resources that you need, from an experienced HR executive at an affordable rate.
We will meet with you to determine your needs to provide you a customized solution that is just right for you. We can provide a la carte services on a for-fee basis or set up a Fractional Human Resources Leadership role within your organization at a comfortable monthly rate.
Tracy Jackson, SPHR, SHRM-SCP, is the Founder and CEO of HR E-Z, Inc.
She is a dynamic, seasoned executive business leader and HR Consultant, who’s worked across numerous industries. With over 20 years of business experience primarily in an executive role, her resume includes companies like State Farm, Apple, Cache Creek Casino Resort, Sleep Train/Mattress Firm, Golden 1 Credit Union and SAFE Credit Union.

Tracy is a highly engaging Human Resources leader, executive and speaker. With over 20 years as a business leader, she has extensive knowledge building and overseeing top-performing teams and departments. She’s held the title of VP of HR or Chief HR Officer in numerous organizations, from various industries before starting this firm, HR E-Z.
She is very mission-driven and philanthropic by nature and very passionate in her desire to advocate for the underserved and underrepresented groups. Tracy is the Vice-Chair of the Board for Snowline Hospice, and also sits on the Boards for Bridge to the Future-Rites of Passage and the National Association for Women’s Business- Sacramento Valley Chapter. She is on the Leadership Council for United Way’s Capitol Corridor “Women United” which focuses on emancipated foster youth. She volunteers for a number of other non-profit organizations.

In 2023, Tracy became a proud member of the exclusive Forbes HR Council and graduated from the Goldman Sachs Black in Business Cohort 3. She was a member of Leadership Sacramento, Class of 2019, and she is a Senior Fellow for the American Leadership Forum (ALF), Mountain Valley Chapter, class XXVI. Tracy is a proud graduate of San Diego State University. As a continuous learner, she went on to achieve the designations of Senior Professional in HR (SPHR) and Senior Certified Professional from Society of Human Resources Management (SHRM-SCP). She holds a “Diversity, Equity and Inclusion in the Workplace Certificate” from the U of S. Florida, Muma College of Business and she speaks at numerous conferences and events on leadership topics, HR related matters and DEI issues. ​

Tracy has worked in multi-billion dollar organizations as a senior executive, in a multi-state environment. Cultivating her entire career in California, one of the most difficult states to operate in, she has been extremely successful in addressing the needs of the employees while balancing the interests of the company.
She has defeated numerous EEOC inquiries, redesigned benefits plans, overseen multiple mergers and acquisition, handled delicate and complex employee issues, and has developed solutions that work for the employees and employers. In addition to this, Tracy helped to install and sell an Employee Stock Ownership Plan (ESOP) that went from $13.1M to over $117M when it was sold.
Tracy's knowledge and expertise can make her a valuable partner as you and your organization face and overcome new experiences and challenges. She’s tremendously talented at addressing sensitive topics, especially as they relate to diversity, disability, gender, and conflict management.
Samantha Luger, SPHR, MPA Regarding our Sr. HR Consultant
Samantha is an engaged and professional leader in employment law, human resources and organizational development. She has worked in HR for over a decade and has served as an executive leader for companies in the non-profit, government and healthcare sectors.
Samantha holds a Senior Professional in Human Resources (SPHR) certificate. She is a member of Northern California HR leadership groups, including North State Society of Human Resource Management (NSSHRM). Samantha graduated with distinction in 2011 with her Masters in Public Administration (MPA) from California State University, Chico. Samantha is now pursuing her Juris Doctorate (JD) at the Cal Northern School of Law in Chico, CA. Her goal is to continue working in employment law and social justice.
